To help small businesses find the best human capital management (HCM) software for their needs, we researched top HCM tools using a specific set of desired data points. After we collected this data, we narrowed our list based on seven primary categories encompassing 44 different metrics. We weighted each metric based on what matters most for small businesses. Using the final score for each HCM system, we selected the nine that rose to the top for this list.

We also assigned each HCM software an Editors’ Score encompassing four key areas before converting final scores to a star rating out of five. This score doesn’t affect our selection methodology or assessment of key data points for ultimate list inclusion.

Here’s how our methodology breaks down:

HCM functionality (66%)

Since human capital management covers a variety of activities, we grouped various types of HCM software features in this category and gave it the heaviest overall weight.

Core HR features (25%)

To be useful for your business, HCM software should include certain core features that are essential for overall HR operations, so we assessed each product’s inclusion of such features. We consider an employee database, company handbook and org charts, a reporting dashboard, time and attendance tracking, payroll functionality and benefits administration to be core features.

General features (20%)
